Juan Carlos Silen is a Staff Attorney in the Public Justice Center’s Human Right to Housing Project. He joined the PJC in October 2020. Juan Carlos has a Juris Doctor from the University of Puerto Rico and a Master’s in Human Rights from the University of Navarra in Spain. He moved to Baltimore in 2019 and accrued experience working in immigration law with a partner non-profit organization. When Juan Carlos moved to Baltimore he began to notice how racism and white supremacy were the main causes for the inequality in the city. He strives to represent the Latino community and people of color and to expand legal services as a bilingual attorney. Juan Carlos has a Bachelor’s degree in Social Sciences with a major in Economics from the University of Puerto Rico.
