"Access to Education for Children in State-Supervised Care" Handbook Published

October 17, 2008:  On October 17 2008, the Public Justice Center, in collaboration with the Department of Human Resources and the Maryland State Department of Education, finalized Access to Education for Children in State-Supervised Care, a 64-page user-friendly internet-friendly handbook. The handbook grew out of a recognition that local school systems and local Departments of Social Services both serve the same children -- foster children -- but have historically been unfamiliar and uncomfortable with each other's cultures. This has hindered their ability to work together to serve the educational needs of foster children. The handbook explains each system to the other, and lays out in straightforward language the state laws and regulations that govern foster children's access to educational services. The PJC's Wendy Hess provided leadership in the effort to develop the handbook, and she developed much of the content. The handbook has been chosen to be featured in the ABA's Blueprint for Change, a collection of best practices for states in the field of foster children's education.
