The Public Justice Center (PJC) seeks proposals from experienced consultants or consulting teams to design and facilitate an equity-centered strategic planning process for our organization.

About PJC

Founded in 1985 and based in Baltimore, Maryland, PJC is a nonprofit law firm of approximately 40 staff working to challenge poverty and racial inequity through legal advocacy, policy reform, and community partnership. Our work spans housing, workers’ rights, health and benefits, educational rights, prisoners’ rights, and includes a national initiative—the National Coalition for a Civil Right to Counsel.
Now in our 40th year, and having not undertaken a comprehensive strategic planning process since around 2000, PJC seeks to set a bold, forward-looking strategy grounded in anti-racism, anti-poverty, and community-centered lawyering.

Engagement Period

February 1 – July 31
Consultants must be available to support an all-staff convening in late spring, with potential for a three-month implementation support extension.

Scope of Work (Summary)

The selected consultant will:

• Design and facilitate an inclusive strategic planning process engaging staff, leadership, and the Board of Directors.
• Develop a clear, actionable strategic plan with implementation guidance.
• Integrate and build upon PJC’s existing Race Equity Action Plan (February 2023), including frameworks for revisiting, implementing, and measuring equity commitments.
• Support board development and cohesion, including clarity around governance and accountability.
• Assist in developing an organization-wide decision-making framework aligned with PJC’s values.
• Identify mechanisms to reduce silos and strengthen collaboration across teams, particularly as PJC brings on new community organizing and communications staff.

Desired Qualifications

We seek consultants with:

• Experience leading strategic planning for nonprofit or social justice organizations.
• Strong grounding in racial equity and anti-racist organizational practice.
• Skill in facilitating inclusive, participatory processes with boards and staff.
• Familiarity with legal advocacy, movement lawyering, or systems-change organizations.

• Information about the project team.
• A budget or fee range.
• At least two references.
